Introduction:
Boudh Irrigation Division is having jurisdiction of Irrigation activities of Boudh and Kandhamal Districts. The Irrigation activities in Boudh District is as follows.
i. Maintenance of Salki Irrigation Project
ii. Construction of Bagh Barrage Project.
1.SALKI IRRIGATION PROJECT :
This is a diversion weir scheme constructed across river Salki near village Paljhar about 20 Km from Boudh town. The project was completed in the year 1972 at the capital cost of Rs. 250 lakhs. It is designed to provide irrigation to 19891 Ha. in Khariff and 1000 Ha. in Rabi in 252 villages in Boudh and Harbhanga Blocks of Boudh District. Salki Irrigation Project is a largest diversion weir Project in Orissa having a catchment area of 1638 Sq. Kms., constructed across river Salki near village Paljhar about 20 Km. from Boudh Town. River Salki is a longest tributary of river Mahanadi which originates from eastern ghat rangers (Baliguda range) and after traversing hilly areas it confluence with river Mahanadi about 8 Km. from west of Boudh town.
This Project was taken of during the year 1960 at an estimated cost of 52.85 lakh and has completed on 1972 at a cost of 225.75 lakh. It is designed to provide irrigation 19891 Ha. in Kharif and 1000 Ha. in Rabi. The Project contemplated with two canal systems namely Right Main Canal and Left Main Canal having an ayacut area of 10556 Ha. and 9335 Ha. respectively. The Right Main Canal is 28 Km. long and a network of 138.21 Km of distribution system and design discharge of 10.76 cumecs. The Left Main Canal is 24 Km. long with 107 Km. of distribution system with a design discharge of 10.33 cumecs. This is the most successful irrigation Project which irrigates 19891 Ha. of ayacut in drought affected areas of Boudh and Harbhanga Block in Boudh district for last 37 years.
36 Nos. of Pani Panchayats with five Distributary committee and one Apex Committee has been formed as per Pani Panchayat Act for smooth management and distribution of water supply for 19891 Ha. ayacut in 216 nos. of villages of Boudh District.
Flood Protection Works (Mahanadi River) :-
Boudh Town and most of village of Boudh District situated on the right side of the river Mahanadi some part of Boudh Twon get flooded during high flood. Hence to protect Boudh Town an estimate amounting to Rs. 1458.76 lakhs has been approved by 11th TAC. The work has sanctioned by NABARD and tender invited on March 2011.
During this year 26 Nos. of works for Rs. 110.00 lakhs has takenup and completed.
12th Finance
3 Nos. of works for Rs. 15.00 lakhs has takenup and completed.
2.BAGH BARRAGE PROJECT :
The Bagh Barrage Medium Irrigation Project has been taken-up in November 1997 under NABARD assistance. The Project is being constructed across river Bagh at Sagada. The original cost estimated Rs. 4471 lakhs went an upward revision of Rs. 7564 lakhs and was due to the change in designs and enhanced cost of materials and labour. The project on completion as a whole will provide irrigation to 9660 Ha in Boudh and Kantamal Blocks of Boudh District.
Bagh Barrage Project envisages with construction of barrage of length 167 meters with vertically lifted gates across river Bagh near village Sagada of Boudh District and excavation of Left Main Canal of 24.27 Km. and its distribution system to achieve an ayacut of 9660 Ha. The location of barrage site is at village Sagada 200 N 39’00 / 840 Eoo’02”. The revised cost of the Project is Rs. 7564.89 lakhs.
The project was proposed to take up under NABARD Assistance in phased manner. The Phase-I of the project has already been sanctioned by NABARD for Rs. 1915.04 lakhs ( NABARD share Rs. 1817.00 lakhs and State’s share Rs. 98.04 lakhs ). Later on, the cost of Phase-I has been revised to Rs. 3253.21 lakhs for which estimates have already been submitted to NABARD by Finance Deptt. vide letter No. 472453, Dtd. 25.11.2001. The works under Phase-I of the project is completed.
In Phase-II works, comprises excavation of Left Main Canal from 11.355 km to 24.270 km. (Tail), Excavation of Dahiya Distributary from RD 3120m to 4770m and Masinapada Minor from RD 00m to 375m which were under Reserve Forest has been completed during March 2009 and created an additional irrigation potential of 4000 Ha. Hence the irrigation potential of Kantamal Block increased from 27.55% to 42.50% & Boudh from 59.02% to 61.20%. The total up-to-date irrigation in phase I & II has been given to an ayacut of 6957 Ha. during Kharif 2009-10. Eight nos of Pani Panchayats has been formed for an ayacut of 1850 Ha. New Pani Panchayat will be formed very soon for the balance ayacut of 5107 Ha.
RIGHT MAIN CANAL :-
The Right Main Canal proposal has been sanctioned by NABARD (RIDF-XVI) for an amount of Rs. 3014.87 lakhs during 2010. and tender invited for 2 Nos. of works amounting to Rs. 332.00 lakhs. L.A. proposal for 51.27 Ha. of 10 Nos. of villages or under 6(i) stage. On completion of Right Main Canal additional 2039 Ha. ayacut area will be create in Boudh Block.
